Success Measures at NeighborWorks America seeks a Senior Manager, Success Measures Evaluation to manage and implement participatory evaluation consulting and technical assistance projects for nonprofit and philanthropic clients. As the Senior Manager, Success Measures Evaluation, you would have the opportunity to:

• Join a collaborative team dedicated to supporting mission-driven organizations interested in building their capacity to carry out useful evaluation and learning processes.

• Bring a commitment to advancing evaluation and learning for community-based organizations and other nonprofit and philanthropic entities in the affordable housing, community development and other social sector areas.

• Draw on the principles and practices of participatory and outcome focused evaluation to manage evaluation capacity-building technical assistance and consulting projects in close collaboration with community-based organizations, nonprofit clients, staff and consultants.

• Provide project management for evaluation services in a collegial team environment that is responsive to evolving project and client needs and uses a collaborative and partnership approach to coordinating the work of consultants and ensuring effective project implementation within budgets.

• Develop and maintain strong partnerships with nonprofit and philanthropic clients, understanding their evaluation needs. Anticipate challenges, resolve issues, and creatively address both evaluation and project management aspects to meet client expectations.

• Manage Evaluation Projects: Lead evaluation and consulting projects for nonprofit and philanthropic clients, ensuring practical and clear results.

• Collaborate with Stakeholders: Work closely with consultants, partners, and Success Measures staff to deliver technical assistance and evaluation services.

• Oversee Place-Based Initiatives: Manage large and small evaluation projects in affordable housing and community settings, including mixed-method evaluations and resident surveys.

• Build Nonprofit Capacity: Develop webinars, templates, and guides to strengthen nonprofit evaluation capabilities and manage the Success Measures Evaluation Learning Center.

• Leverage Technology: Use the Success Measures Data System to support evaluation efforts and improve data analysis.

Primary Responsibilities

PROJECT MANAGEMENT: Seek to understand each client’s needs/goals and manage project resources to effectively plan and deliver evaluation technical assistance and consulting projects through collegial collaboration with consultants, staff and partners. Ensure timely implementation within project budgets and timelines to ensure high quality services that result in advancing understanding and learning for the client organizations while at the same time valuing collaboration and an ability to manage in changing project contexts.

EVALUATION TECHNICAL ASSISTANCE AND SERVICES: Manage and deliver evaluation technical assistance and consulting services with a strong grounding in the following:

Participatory and outcome focused evaluation approaches that include engagement of organizational and program participants or community engagement.
Design and implementation of comprehensive capacity building strategies for single nonprofit organizations or cohorts of organizations through a range of responsive technical assistance and other support to prepare them to successfully carry evaluation efforts.
Understanding of mixed method evaluations including experience in conducting, analyzing and reporting on community/resident surveys, observations, focus groups and interviews, as well as analysis of administrative or secondary data.
Presentation of evaluation findings in accessible ways, including best practices in data visualization and storytelling, so that clients are able to effectively communicate and use results.

VALUES & KNOWLEDGE BASE: Bring a commitment to centering community voice and a broad understanding of the affordable housing, community development and social determinants of health fields and an aptitude for expanding your knowledge of other social sector subject areas. Contribute your experience in working with and understanding of the nonprofit and philanthropic sectors including experience working with community-based nonprofits in the context of the issues, approaches and resource/capacity constraints they face.

CLIENT RELATIONSHIPS: Develop and maintain strong relationships with Success Measures clients, including clients within NeighborWorks America’s programs. This includes understanding client needs, gaining rapport, ensuring that project teams are a good match for the client, anticipating and resolving problems, and creatively addressing both evaluation and project management aspects of projects.

Supervisor: Senior Director, Success Measures Evaluation Services.

Direct Reports: 0

Fiscal Responsibilities: Management of project budgets for consulting contracts and services. Individual project budgets from $10,000 up to $300,000.

Required Minimum Qualifications: 10 years of related experience with 7 years of experience specifically focused within evaluation work including similar work in a technical assistance or consultant capacity with a nonprofit, social enterprise, foundation or consulting firm. The ideal candidate will have experience working within the domestic housing and community development field and experience with social sector initiatives.

Competencies, Knowledge, Skills & Abilities: The successful candidate will demonstrate an ability to balance management of technical assistance and consulting services with evaluation expertise.

Management

• Project management skills based in valuing collegial collaboration and an ability to manage in changing project contexts.

• Ability to work effectively in a small fee-for-service consulting practice that operates within the context of a large organization and its related policies and structures.

• Ability to plan and implement evaluation technical assistance for community-based nonprofit organizations.

• Ability to collaborate with colleagues, clients, and partners using strong interpersonal skills, lead teams, manage multiple activities and resolve issues.

• Ability to manage projects on budget and according to agreed upon timelines.

Evaluation

• Deep commitment to the principles and practices of participatory evaluation as a path to building community capacity, actionable insights and long-term change.

• Background in mixed-methods evaluation, and participatory evaluation and/or research experience that includes field work in community settings.

• Knowledge of/experience using qualitative and quantitative evaluation methods and analysis.

• Ability to integrate data from a variety of sources, including surveys and other primary and secondary sources including qualitative data and analysis.

• Facility with data visualization including knowledge of relevant software.

• Strong communication skills — both written and oral; ability to facilitate interactive meetings, present information to colleagues, clients, community residents and other stakeholders in a concise, understandable way.

Technology: Microsoft Office Suite proficiency. Facility with statistical and qualitative analysis software (e.g., SPSS, SAS, Stata, Qualtrics, NVIVO, ATLAS.ti); High level of proficiency with virtual meeting technology applications.

Working Conditions:

Travel up to 15%.
Fast paced working environment, with extensive computer use and technological communication.
Hybrid: this role reports to the DC office two days per week.

Salary Range: $95,900 to $119,900

The salary offered for the role will be based on a variety of factors, including geographic location, internal equity, and the candidate’s qualifications/professional experience.
