Under the overall guidance and supervision of the Chief of Staff, the incumbent contributes with an appropriate degree of autonomy to Cabinet activities and the execution of its mandate. He/she will be responsible for liaison between the Cabinet and the Education Sector, providing guidance and reviewing content while keeping the Director-General and Chief of Staff closely informed and ensuring implementation of their decisions.
The incumbent will be responsible for the following:
- Providing strategic decision-making support, analysis, advice to the Director-General, Chief of Staff and Senior Leadership on programme strategies and on matters related to the Education (ED) Sector through recommendations on actions to be taken for final decision.
- Contributing to the formulation of UNESCO's education strategy; Monitoring issues pertaining to ED initiatives, in dialogue and close liaison with the Assistant Director-General for Education.
- Preparing official missions, producing and providing analysis, briefing notes and inputs to briefings and information documents, related to bilateral meetings and to education events involving the participation of the Director-General and/or Chief of Staff, accompanying them to these engagements when required and ensuring appropriate follow-up action. Analyzing opportunities for additional bilateral meetings and high-level participation in relevant events and make recommendations accordingly.
- Supporting the Crisis Task Force in analyzing and reviewing UNESCO's education-related work in conflict-affected contexts.
- Reviewing documents submitted by the ED Sector to the Governing Bodies, to Member States; and also providing analysis and critiques on draft publications, reports, correspondence, public statements, press releases, talking points and other external communication materials related to the Director-General's and UNESCO's engagements submitted by the ED Sector to ensure maximum visibility and adherence to UNESCO's mandate and priorities.
- Ensuring overall coordination and internal communication by reviewing UNESCO's communications, Director-General's speeches, public statements and interviews related to ED.
- Additional activities that may be required to ensure the success of the work team.

Education
- Advanced University degree (Master's or equivalent) in the field of international relations or educational policies or a related area.
Work Experience
- A minimum of four (4) years of relevant professional experience in the field of educational policies, of which preferably two (2) years acquired at international level.
- Experience in the field of international relations and diplomacy, multilateral cooperation and development.
Skills & Competencies
- Excellent organizational and coordination skills.
- Capacity to build, maintain and enhance effective working relations with national/local authorities, cultural institutions and relevant intergovernmental and non-governmental organizations.
- Excellent analytical, written and oral communication skills, in particular the ability to collect, synthesize and analyse information from various sources and on this basis, draft briefings and recommend the course of action in a clear and concise manner.
- Excellent interpersonal skills and the ability to work effectively in a team and a multi-cultural environment.
- Excellent diplomacy and advocacy skills.
Languages • Excellent knowledge of English or French and good working knowledge of the other language.
Education
- Advanced University degree (Master's or equivalent) in the field of management.
Work Experience
- Professional experience in international organizations and/or in the UN System.
- Experience in providing strategic advice and recommendations on key global trends in education fields, or communicative responses of the Organization.
Skills & Competencies
- Knowledge and understanding of UNESCO's programmes and priorities.
- Knowledge of UNESCO's activities in the field of education.
- Familiarity with the work of international organizations and/or the UN System.
Languages
- Knowledge of another official language of UNESCO (Arabic, Chinese, Russian and/or Spanish).
