Responsibilities
ROLE PURPOSE:
The Program Coordinator will be responsible for coordination and managing the implementation of a Humanitarian programs, under the supervision of PI's Head of Mission in Syria and in close coordination with technical and support departments and partners in Syria.
DIMENSIONS OF THE ROLE:
Under the direct supervision of Plan International's Head of Mission in Syria the Program Coordinator is in charge of the preparation of, and overseeing the implementation of all project components, in close coordination with partners and field teams. The coordinator will also be responsible to ensure quality programming and monitoring of the project, while working closely with other internal support functions, including MEL, Operations, Finance, Grants, etc. Moreover, this position requires very strong reporting and financial management skills (re-phasing, re-alignment), where the coordinator will be managing and monitoring the spending of the project in a fast-paced environment, with close monthly financial reports, and close coordination with Plan’s and Partners’ finance and grants teams.
Key Responsibilities:
Firstly: Coordination of Program Planning, Monitoring, and Implementation
- Ensure programme efficiency and delivery through transparent approach to programme planning, monitoring and evaluation. Undertake field visits to monitor and assess implementation and decides on required corrective action. Carry out a rigorous and transparent approach to monitoring and planning in consultation with the Program Team.
- Contribute to the preparation of the Situation Analysis and support development of proposals for PI Syria. Provide support to develop accurate analysis of country / region level socio- political-economic trends and their implications for ongoing programmes and projects. Develop workplans in consultation with the program team and fund tracking tools as well as coordination with different humanitarian players and platforms to ensure harmonized interventions.
- Optimum Use of Programme Funds: Support management of PI Syria programme funds, ensuring that funds are properly planned, coordinated, monitored and liquidated in a timely manner. Take appropriate actions to optimize use of programme funds in coordination with relevant departments
- Rights-Based and Results-Based Programme Approach: Ensure that PI's interventions are prioritized and firmly grounded on Child Rights-Based principles. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach. Ensure viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on new programme initiatives and management issues to ensure achievement of stated objectives.
- Map out in details the monthly implementation plan and share with partners engaged in the implementation ensuring timely deliverables as per the budget expenditure plan
- Work closely with technical focal points to ensure coordination, support, capacity building, and training development for project staff including the partners’ staff.
- Be responsible for the delivery of quality impact deliverables/other services throughout all project implementation cycles.
- Ensure that sectoral activities are implemented in a coordinated and cohesive manner, adhering to Humanitarian Standards and in collaboration with relevant coordination platforms and local authorities. Ensure that all program cycles are conducted in accordance with PI's policies and standards, utilizing PI's tools effectively, and accurately reflecting them within PI's system.
- Ensure field supervision of the project operations in order to ensure CPBA (Child Protection in Basic Assistance), components etc are implemented in line with planned activities and expected outcomes including timely expenditure of the budget for both Plan and partners.
- Collect, update and share information related to program progress with the relevant staff and coordinate closely with grants and finance teams.
- Ensure timely submission of work plans, reporting, and budget forecasts to their line manager
- Engage with Ops/Security Departments for all guidance support needed to make sure all Plan SOP re: security and procurement/ supply chain are followed.
- Ensure that all Plan International and donor compliance rules and regulations are adhered to for both Plan Syria and implementing partners in close coordination with grants management department.
Secondly: Partnership, Communication and Reporting
- Develop partnerships and collaboration with internal and external counterparts, in order to improve the ability to collect and disseminate data and information, exchange information on programs status and implementation and movement/distribution of supplies. Collaborate with the PI Operations and Risk Management focal points to establish and maintain sound internal controls and risk management plans supportive of Programs endeavors for due diligence and to coordinate financial and supply management requirements and accountability.
- National and Local Capacity Building/Sustainability: Provide technical support and guidance to PI's partners to develop exit and sustainability plans. This will also entail identifying and organizing necessary capacity building of partners on programme sustainability. Ensure establishment or reinforcing of the commitment for the well-being of children and strengthen institutional capacities of the national and local partners taking a strategic approach to the identification of these key partners and partnerships.
- Coordinate and lead on internal and external monthly project review meeting with Plan and partners' teams.
- Contribute to documentation of technical/program approaches, lessons learned, and success stories
- Establish and maintain appropriate working relationships with government, institutions, partner organizations, local NGOs, etc. in target areas.
- Attend working group and task force meetings, and contribute accordingly.
- Ensure adequate and accurate reporting of data on project Info, internal databases, and Sitreps, if required.
- Draft and input into weekly, monthly, quarterly and annual reports for both internal and external purposes.
Thirdly: Financial Management:
- Monitor the project budget on a weekly basis and monthly basis with the support of the grants/finance team revision to highlight any over/underspending, and lead
- Support the partners in their monthly re-phasing/realignment in close collaboration with the line manager and grants/finance team
- Coordinate on a monthly basis with the finance officer to address any comments regarding the financial report, and follow up on the necessary actions.
- Support and coordinate with the finance team, the partners’ supporting documents visits.
- Follow up on financial liquidation/settlement/ reports according to Plan's procedures and submit spending reports to grants/finance team for review and approvals.
Qualifications
Demonstrable knowledge and understanding of:
- Operate in a fast-paced environment
- Understand and lead operations in a humanitarian context in Syria.
- Understand local laws in Syria relating to children's rights and their living conditions
- Follow Global minimum standards, including the IASC Guidelines, Child Protection Minimum Standards, WHO and UNFPA guidance, and Protection principles.
- Adhere to Plan International's Child Safeguarding Policy, Code of Conduct/Prevention of Sexual Abuse; Exploitation (PSEA), and other relevant humanitarian standards and policies.
Qualifications and Experience
- Five years of relevant professional work experience is required on programme coordination and project management in the national and international humanitarian and development context.
- Experience working in large-scale, protracted and complex emergencies is highly preferable.
- An advanced university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.

Specific Vacancy Requirements
Technical knowledge/ competencies:
- Demonstrated ability to manage and coordinate programmes involving multiple partners (National and International).
- Thorough understanding of and proven work experience in results frameworks and Results- Based Management.
- Demonstrated strong writing and analytical skills to develop analytical documents (reports, concept notes, briefing notes, and updates), formulation of succinct and persuasive text, and have high standards for effective written communication.
- Proficient in use of MS Word, Excel and other related software packages.
