Overview of the Functions of the Post
Background and objectives: The UNESCO Institute for Statistics (UIS) plans to develop a practical, authoritative handbook on education administrative data systems and their statistical use. This resource will be modular and designed for enhanced usability and adaptability. The handbook aims to build on existing resources and provide countries and other stakeholders with a blueprint for action and insight in strengthening education administrative data systems. UIS seeks to engage a Senior Expert Consultant to develop the module on measuring higher education via administrative data.
Long Description
Main Responsibilities and Tasks
The Senior Expert Consultant is expected to carry out the research and draft the handbook module measuring higher education via administrative data. Specific responsibilities include background research and data analyses; drafting comprehensive content including indicators, institutional environment, data production, data standardization and quality assurance, challenges and case studies; incorporating international statistical standards; and coordinating feedback with UIS and other reviewers.
Deliverables
The primary deliverables will be well-written modules as agreed with UIS, with a target publication date in 2026. Deliverables include module outlines, development plans, first and final drafts, and related tools and templates.
Cost and Technical Arrangements
The consultancy fee will be agreed in advance with payments upon acceptance of deliverables.
Required Qualifications
- Advanced degree (Master's or Ph.D.) in education, statistics, social sciences, public policy, or related field.
- Senior-level expertise in national higher education data and statistical systems.
- Experience developing guidance documents or handbooks; familiarity with ISCED and related standards.
- Excellent verbal and written English communication skills.
Desirable Qualifications
- Experience with international organizations or government agencies on education data systems.
- Ability to work independently and with a team.
