1. Background
As part of the Supporting Egypt Education Reform (SEER) Project, the World Bank (WB) is supporting the Egyptian Ministry of Education and Technical Education (MoETE) in its development of a Kindergarten (KG) Quality Assurance System (QAS) with the goal of improving early childhood education quality.
Since the start of the project, MoETE has:
- Conducted a diagnostic study of KG teaching practice which informed the design of subsequent teacher training modules,
- Developed 5 new training modules delivered to KG teachers,
- Established a KG QAS with the following elements:
QAS
Quality standards determine quality level that KGs are expected to meet
Sample-based assessment every 3 years, so far, provide schools and policy makers with reliable data on how KGs are performing
Quality improvement procedures assign responsibilities and timelines to actors responsible for quality improvement
Quality reports aim to create a system of regular reporting and accountability for quality improvement
Supervisors monitor the sources requirement and work with teachers and directors to improve performance
The WB is seeking to recruit a consultant, with support from the Implementation Science in Education Trust Fund, which aims to generate evidence and tools to improve the scale-up of evidence-based education reforms in WB projects using implementation science principles. Support from the consultant would provide technical assistance to help standardize the use of the KG QA system's findings for improving KG quality.
2. Objectives
The consultancy will aim to:
- Conduct a qualitative review that will ascertain:
(1) how the KG QAS is currently used in practice;
(2) what information actors at different hierarchical levels (teachers, supervisors, principals, mentors, directors, etc) need to act on quality issues (to inform the design of reporting templates)
- Design standardized reporting templates and mechanisms for effective aggregation of information for stakeholders at different hierarchical levels based on the results of the qualitative review.
- Outline key requirements for an online platform that helps aggregate and visualize reporting template results.
- Conduct related consultations and small-scale field testing of the mechanisms and tools developed.
- Develop training materials to sensitize education actors to the KG quality standardization procedures and tools.
3. Anticipated timeline, deliverables, and contract duration
November 2025
- Outline scope of work
- Review existing KG QAS documentation
- Undertake a process mapping to schematize KG QAS practices and actors' role
- Prepare for WB mission
December 2025
- As part of WB mission, prepare and participate in focus group discussions, key informant interviews and field visits to: (1) understand how the KG QAS is used in practice; (2) what information actors at different hierarchical levels need to act on quality issues.
- Analyze mission results and update process mapping and provide input to WB mission documentation.
January 2026
- Present qualitative review results to WB and MoETE and suggest key features of standardized quality reporting templates and aggregation mechanisms.
- Outline key requirements for a digital KG reporting mechanism.
February 2026
- Co-create with MoETE standardized reporting templates and aggregation mechanisms.
March 2026
- Conduct consultations and potential field tests of standardized reporting templates and aggregation mechanisms and adjust them according to results
April 2026
- Obtain validation from MoETE of the standardized templates and aggregation mechanisms
- Develop and finalize training materials on KG quality standardization procedures and tools
The recruited consultant is anticipated to work for 30 days between November 2025 and August 2026.
4. Deliverables
- Inception work plan
- Initial process mapping
- Updated process mapping
- Qualitative review results presentation including proposed key features of standardized quality reporting templates and aggregation mechanisms
- Key requirements for a digital KG reporting mechanism
- Standardized KG quality reporting template
- Quality reporting aggregation mechanisms
- Training materials on KG quality standardization procedures and tools
- Final consultancy report summarizing activities, findings, and recommendations for Egypt's MoETE and World Bank operations (including implementation science learnings)
5. Reporting and Coordination
The consultant will report to the World Bank Task Team Leader and Component Lead and will work closely with the SEER's Project Coordination Unit (PCU). Regular updates and presentations will be required at key milestones.
6. Qualifications
The recruited consultant needs to be based near Cairo or the Administrative Capital.
- Fluency in Egyptian Arabic is required.
- Advanced degree in education, public policy, or related field.
- Demonstrated experience in early childhood education, quality assurance systems, and qualitative research.
- Experience working with government and international organizations, preferably in Egypt or similar contexts.
- Strong analytical, facilitation, and communication skills.
- Knowledge of data analysis using Stata/R would be a plus
