Terms of Reference: Senior Project Management STC for ECCE Strategy Development in Dubai
1. Background
Dubai, as a rapidly growing global city, has made significant investments in Early Childhood Care and Education (ECCE). Its rapid socio-economic growth and commitment to innovation in education present a unique opportunity to set a new vision, strategy, and benchmarks for ECCE. The World Bank is supporting the development of an evidence-based and stakeholder-endorsed ECCE strategy for Dubai. This strategy aims to leverage cutting-edge global evidence and innovations while customizing solutions to Dubai's unique context, including its high pre-primary enrollment rates, thriving private sector, and multinational workforce with diverse demographics and needs.
The objective of these Terms of Reference (TORs) is to engage a Senior Project Management Short-Term Consultant (STC) with extensive expertise in ECCE to support the development of this strategy. The consultant will play a critical role in coordinating activities on the ground, liaising with local stakeholders and contracted firms, monitoring data collection activities, and facilitating stakeholder engagement events.
2. Objectives
The primary objective of this assignment is to ensure the successful design of a comprehensive ECCE strategy for Dubai. The consultant will provide technical and managerial support to ensure the following:
- Effective coordination of data collection activities, including household survey covering families with children aged 0-6 years and facilities survey of ECCE providers in Dubai.
- Facilitation of stakeholder engagement events and activities to gather insights and secure endorsement of the ECCE strategy.
- Support for policy assessment and benchmarking exercise, including key informant interviews and review of policy documents, quality standards, and institutional arrangements.
- Day-to-day liaison and close collaboration with local stakeholders to ensure participatory approach and ownership.
3. Scope of Work
The consultant will be responsible for the following tasks:
- Coordinate and oversee field activities related to the household and facilities surveys, ensuring adherence to timelines and quality standards.
- Act as liaison between contracted firms and local stakeholders to facilitate smooth communication and collaboration.
- Monitor data collection activities to ensure accuracy, reliability, and representativeness of the data.
- Organize and facilitate stakeholder engagement events, including workshops, focus groups, and meetings, to gather input and secure endorsement of the ECCE strategy.
- Contribute to high-impact policy notes and progress reports.
- Respond to ad-hoc requests as instructed by the Task Team Leaders (TTLs).
4. Deliverables
The consultant is expected to deliver the following:
- Regular participation in meetings with local stakeholders, including preparation of progress reports, minutes, and in-person follow-up as needed.
- Preparation and documentation of stakeholder engagement activities and events, including minutes of meetings and feedback received, in close collaboration with contracted stakeholder engagement firm.
- Review of policy documents and preparation and documentation of key informant interviews.
- Draft sections contributing to high-impact policy notes and reports.
- Analysis of policy documents such as ECCE quality standards and other relevant materials.
5. Expertise Required
The consultant should be based in Dubai and must meet the following qualifications and experience:
- At least 3-4 years of experience working in Dubai in the area of education or health, education, governance etc. Direct experience working on ECCE and/or public sector is desirable. Direct experience leading data collection activities in Dubai (or elsewhere) is a plus.
- Strong team management skills and excellent written and spoken English and Arabic.
- Proficiency in STATA or R and MS Office packages (Excel, Word, PowerPoint). Background in econometrics and/or statistics is a plus.
- Experience in collaborating with professionals in the education sector and facilitating high-level meetings and workshops.
- Familiarity with Dubai's socio-economic and educational context.
- Ability to work in a high-pressure environment with tight timelines.
6. Timeline
The assignment is expected to be completed within a period of six months, starting from the date of contract signing. The consultant will be required to submit deliverables as per the agreed timeline and provide regular updates to the World Bank.
7. Selection Method
The consultant will be selected based on their qualifications, experience, and ability to meet the requirements outlined in this TOR. The selection process will follow the World Bank's Procurement Regulations and will prioritize candidates with relevant expertise in ECCE and experience in Dubai's educational context.
