Key Responsibilities:
Reports to: Programme Development and Impact Director
Key Result Areas:
Integrated Programme Leadership
- Work closely with other technical managers to ensure effective integration of education into integrated sector plans at community level.
- Ensure strategic alignment of sector interventions to the WVU Strategy Theory of Change for education.
- Support technical design of emergency programmes
- Lead ongoing design processes related to all sector programmes and projects.
- Lead in the development and approval of Integrated Programme detailed implementation plans (DIPs), budgets and key priorities of WV operations (short, medium and long) – incl grants.
- Develop a national level business plan for the sector in alignment with strategy and plans of other technical departments.
- In collaboration with the MEAL Team, develop and implement an integrated evidence, learning & research agenda
- Provide leadership for monitoring of education performance against key criteria and in alignment with OIOS Level 1 and 2 indicators
- Drive new innovations in education through piloting and prototyping – building evidence and then scaling up
Integrated Programme Implementation Quality Assurance & Reporting
- Support the start-up, implementation, monitoring, reporting and completion of sector specific grants.
- Ensure that education interventions are managed and executed well as per plans within time, cost and budgets, meeting donor and community accountability.
- Lead Integrated Programme baseline, Indicator Tracking Table (ITT), activity monitoring, semi-annual and annual output / outcome reports and evaluation of Integrated Programmes incorporating education.
- In close collaboration with field staff, carry out periodic quality assurance and learning reviews to ensure the technical rigour of education interventions ensuring implementation fidelity in alignment with Partnership standards, policies and protocols and DIQA Tools
- Ensure that findings and recommendations from various accountability mechanisms such as reflection, Operational and Finance Audits, evaluations, Reviews, are acted upon in a timely and effective manner.
- Support the development of the National Office annual report
Resource Development, External Engagement, Advocacy & Partnerships
- Strategic representation with key ministries, networks, working groups and technical fora
- Actively represent WVU in key inter-agency fora
- Engage and build relationships / strategic partnerships with NGOs, donors, private sector and government counterparts and other key stakeholders
- Engagement with key stakeholders for influence, learning and resource development
- Actively lead sector contributions to grant concept and proposal development with key donors and Support Offices
- Contribute to the development and implementation of the Grant Acquisition Business Plan through active engagement with relevant donors.
- Ensure that education interventions in the field contribute to national level advocacy strategies and policy initiatives.
- Work in close collaboration with Advocacy Department to prioritise and advocate for sector specific policy change with key stakeholders.
- Act as spokesperson for WVU on sector and integrated programming issues, as required.
- Provide technical input into policy briefs, position papers, and campaigns.
Capability Development
- Provide strong and positive leadership to ensure sector specific competencies are retained and developed in front line project staff, staff ensuring competent and motivated staff are hired and retained.
- Provide line management for NO sector staff
- Support professional and personal development of education technical competencies in front line staff through on-the-job coaching, identification of learning and training needs and opportunities.
- Ensure provision of adequate technical support and guidance to integrated programme staff and projects.
Other Duties
- Perform any other duty as may be assigned by supervisor or designee from time to time
- Participate and contribute in committees and task forces e.g. Senior Management Team
- You will be responsible for the full / partial cost recovery of expenses (S&B & Operating costs) relating to Technical Specialists through sector specific grant allocation.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Education, training, license, registration, and certification
- Master’s degree in Education, or a related field.
Required Professional Experience
- Minimum of 10 years’ experience in the relevant sector with a thorough understanding of all aspects of project management cycles in a complex, international development organization. 5 years should have been at a managerial level.
- Experience of engaging and negotiating with UN and International Government donors for the purpose of resource mobilization.
- Experience of developing, implementing and documenting evidence-based programme approaches and project models
- The position holder must be results oriented and team a player.
- Track record of demonstrating high integrity and reliability
- Excellent verbal and written communication skills
- Networking, influencing and negotiation skills
- Ability to work with minimal supervision.
- Training or certification in Portfolio and/or Programme Management with accredited institutions such as PMI, or IPMA.
- Ability to engage at a strategic level
- Good report writing skills is a prerequisite
- Strong budgetary and financial management skills and experience
- Good interpersonal, organizational and time management skills.
- Emotional and spiritual maturity and ability to lead a team of professionals.
- Work experience or engagement with relevant Ministry/department of government at local and national level
- Ability to maintain performance expectations in diverse cultural contexts, stressful environments and physical hardship conditions with limited resources.
- Experience in a range of on and off line training and learning techniques including staff mentoring and coaching
- Ability to solve complex problems and to exercise independent judgment.
- Computer literate in Microsoft Office 365, Sharepoint or other similar email, database / web based programmes.
- Experience with development project management tools such as logframes, monitoring and evaluation tools and budgets.
Preferred Knowledge and Qualifications
- Good understanding of World Vision and Sphere relief standards.
- Knowledge of and adherence to the international/national child protection and safeguarding behaviour protocols.
- Knowledge of WVI working systems, policies and standards will be an advantage Strong experience of participation in Sector working groups Excellent technical knowledge in foundational literacy and numeracy, teacher professional development, and inclusive education.
- Strong analytical, problem-solving, and strategic thinking skills.
- Excellent communication, facilitation, and interpersonal skills.
- Ability to work effectively in a multicultural and multidisciplinary team.
- Proficiency in English; knowledge of local languages is an asset.
