EdTech Hub is an eight-year global research initiative funded and supported by the Foreign, Commonwealth and Development Office (FCDO), the World Bank, the Bill and Melinda Gates Foundation, and UNICEF. EdTech Hub was founded to produce more and better evidence about what works, for whom, in which contexts, and why — all in relation to the effective use of the various forms of educational technology (EdTech).

Our vision is to improve learning outcomes for all learners in low- and middle-income countries. We are achieving this by enabling decision-makers with access to evidence and to successfully scale effective, equitable and affordable EdTech solutions.
What we’re looking for
The Specialist Network contributes to EdTech Hub’s mission to build and apply the global evidence base about the use of technology in education in a practical way that supports decision-makers. Consultants who are part of the Specialist Network will be called on by EdTech Hub to carry out specific assignments based on their area(s) of expertise. The Specialist Network will also receive opportunities to connect, network, and learn from their peers around the globe.
EdTech Hub seeks applicants with experience developing, implementing, and/or evaluating education policies and programmes in Pakistan. Applicants must be based in Pakistan and have deep knowledge of the education and political landscape, with either substantial experience researching initiatives or designing/implementing initiatives with one or more provincial education ministries and departments. Experience working with government officials and bodies on initiatives or research related to digital transformation, out-of-school children and youth, and education in emergencies will be considered an asset. Fluency in the local language will also be considered an asset. Applicants with experience living and working in one or more of the provinces of Pakistan will be preferred.

Responsibilities
The Consultant will work with our Country Engagement team and may have a range of responsibilities. These may include one or more of the following tasks:
- Constructive engagement with relevant government officials to facilitate evidence uptake
- Collect and analyse qualitative and quantitative education or implementation data
- Project management responsibilities
- Prepare guidance materials, draft strategies, and related policy advice related to EdTech
- Provide expert advice to ministries/departments of education and their partners on EdTech issues
- Develop and facilitate workshops comprising key stakeholders (government and development partners) to support capacity development and/or programme and policy design
- Provide support to a new area of work that provides evidence-based technical input on the use of technology and AI to support foundational learning outcomes across the country
Given the flexible and demand-driven nature of the work, selection into the Hub Specialist Network does not guarantee a minimum amount of work. Consultants should clearly communicate their availability to allow for project planning.
Experience and qualifications
- Must be based in Pakistan
- Extensive knowledge of and relationships within the education and political landscape of one or more provinces in Pakistan
- Experience working with at least one provincial education ministry or department
- Experience in collecting and analysing qualitative and quantitative data for education research
- Deep expertise in researching, designing, or implementing digital learning initiatives and/or education strategies
- Experience working on initiatives related to AI in education, foundational learning, out-of-school children and youth, and/or education in emergencies
- Excellent written and verbal communication skills in English
- Highly collaborative and approachable, with strong meeting facilitation, interpersonal, and project management skills
- Strong analytical and research skills
- Reading, speaking, writing, and listening comprehension skills in one or more of Pakistan’s regional languages
