Position Overview
The Program Manager (PM) is responsible for the effective planning, coordination, and delivery of a portfolio of programs across multiple countries in Africa. Working within a matrixed organizational structure, the PM ensures that projects are delivered on time, within scope, and within budget, while meeting organizational standards for quality, accountability, and learning.
The PM plays a critical role in translating strategic priorities into executable program plans and serves as a key operational partner to the senior leader overseeing the Country Engagement portfolio. By managing day-to-day program execution, the PM enables senior leadership to focus on strategic, partnership, and growth priorities to enable the project team’s focus on successful delivery.
Essential Functions
Project Implementation and Learning
- Oversee day-to-day management of multiple country programs within the Country Engagement portfolio.
- Identify and activate cross-project synergies to generate greater value for partners and maximize sustainable impacts.
- Lead or support the development of project scopes, workplans, timelines, and implementation milestones.
- Ensure programs are delivered on time, within approved scope, and within budget.
- Track deliverables and key milestones; proactively identify and address risks, delays, and dependencies.
- Ensure consistent application of program management standards across all assigned projects.
- Coordinate across country teams, technical leads, finance, MEL, and operations staff in a matrixed environment.
- Clarify roles, responsibilities, and decision-making authority across project teams.
- Facilitate alignment and problem-solving where priorities, resources, or timelines conflict.
- Support effective collaboration across thematic and geographic programs.
- Maintain program tracking tools to monitor progress, budgets, and risks.
- Provide regular, concise status updates to senior leadership on program performance, challenges, and emerging issues.
- Synthesize lessons learned across projects and support continuous improvement in program delivery.
- Contribute to donor reporting and internal reporting processes as needed.
- Monitor program budgets in collaboration with the finance team, including burn rates and forecasted spend.
- Identify and flag budget variances and support corrective actions or reforecasting as required.
- Ensure programmatic decisions align with financial and compliance requirements.
Support to Senior Leadership – Africa Portfolio
- Serve as a trusted operational partner to the senior leader overseeing the Africa portfolio.
- Manage operational details and execution oversight to enable senior leadership to focus on strategy, partnerships, and portfolio growth.
- Support logistics for events, study tours, attending conferences, etc.
- Prepare briefings, summaries, and decision materials to support leadership planning and decision-making.
- Translate strategic direction into actionable program plans and priorities.
Systems, Processes & Capacity Building
- Support the development and refinement of program management processes, tools, and templates.
- Promote a culture of accountability, learning, and continuous improvement across program teams.
- Provide coaching and guidance to project leads and team members on planning, prioritization, and execution.
Selection Criteria
- Bachelor’s degree or higher in international development, public policy, information technology, development economics or other related field is preferred.
- 5-7 years of professional experience in international development, including 3-5 years of relevant experience in program management of international development projects.
- Demonstrated expertise in program management shown through managing multiple complex projects and programs simultaneously. Experience working in matrixed programming organizations a plus.
- Comfortable working independently, managing multiple competing priorities, and being part of a team spread across time zones.
- Be fluent in English with excellent speaking and writing skills; preference to those who are also fluent in French.
- Able to convey complex information in a simple and compelling way that is targeted to its audience.

- Demonstrated proficiency in Office 365 tools, including Excel, PPT, in addition to program management tools.
Location: Remote, based in Africa with Uganda, Kenya, Benin, Senegal, or Nigeria strongly preferred. Travel to other countries as required. Candidates must be authorized to work in home country. Relocation and work visa expenses are not provided.
Annual Salary Range: USD $85,000 – 95,000
We determine salary offers based on the unique strengths each candidate brings—your skills, experience, qualifications, and other role-related factors. If you’re stepping into this level for the first time, your offer will likely be toward the lower end of the range, allowing room for growth as you build experience. If you’ve already spent time at this level and bring proven, relevant expertise, you can expect an offer toward the higher end of the range.

The Digital Impact Alliance operates as a remote-first organization. While this position is primarily performed in a virtual work environment, some travel may be required during the year for in-person meetings and occasional team retreats.
