For every child, the right to Education
UNICEF designed an innovative and comprehensive response and launched a programme named Dirasa that will provide comprehensive package of integrated services to 50,000 marginalized and vulnerable children school, across all eight governorates in Lebanon. As Formal education is UNICEF key area of support, it is important and necessary to support teacher payment, payment of school funds and operationalization of second shift and support on policy adjustment where the officer will support the NOC specialist to ensure proper programme implementation and follow-up. Adding to the above the associate will support the follow up with MEHE to ensure different policies and SOPs related to the MFP are in place to ensure the proper implementation of the programmes. Under the direct supervision of the Education Specialist (NOC), the Education Associate will provide technical, programmatic and operational support to the effective implementation of the Formal Education programme and related interventions. The function will focus on strengthening field-level monitoring, data collection and analysis, schools and REOs follow up, and system-level coordination with the Ministry of Education and Higher Education (MEHE). The Education Associate will support regular field visits to public schools to monitor programme quality, compliance and progress, and will contribute to evidence-based decision making through timely consolidation and analysis of programme data. The role will also support the documentation of implementation bottlenecks, lessons learned and best practices to inform programme adjustments and reporting. At the system level, the Education Associate will support the NOC Specialist and P 4 Education manager in engagement with MEHE and key education stakeholders to advance national policies and processes related to non-formal education. This includes contributing to the development and operationalization of key frameworks such as the Accelerated Learning Programme (ALP) Standard Operating Procedures, Basic Literacy and Numeracy (BLN) guidelines, certification processes, and the organization and implementation of the national NFE assessment. Through a combination of field monitoring, analytical support and coordination functions, the Education Associate will play a key role in ensuring that Dirasa programme implementation remains aligned with national priorities, delivers quality learning outcomes for children, and effectively supports pathways for out-of-school children to transition into formal education.

Minimum requirements:
- Education: Bachelor’s degree in education, Social Sciences, development Studies, International Development, Public Administration. Secondary School +2 years of additional relevant experience replaces University Degree.
- Work Experience:
- 5+ years of relevant experience in programme management, education programming, data and information management, or related fields.
- Experience in planning, implementation, monitoring, and reporting on education programmes (formal or non-formal).is required.
- Coordination with government counterparts and implementing partners, and the collection and analysis of programme data to support decision making is required.
- Experience in field monitoring, documentation of results, and use of data management systems is required.
- Language Requirements: Fluency in Arabic and English is required. Knowledge of French or any other UN language is considered an asset.
