1. Background and Strategic Context
ChildFund International is launching a Center of Excellence for Online Child Protection, a cornerstone of its Growing Connections Strategy 2030 and ChildFund Forward transformation. The Center will drive regional and global leadership, starting in Africa, to address the urgent and evolving risks of online child exploitation and abuse.
Note: This RFP is one of two complementary scopes of work supporting the development and launch of ChildFund's Center of Excellence for Online Child Protection. One scope focuses on assessing the feasibility, governance and operational model of the Center; the other focuses on mapping the donor landscape and developing a co-investment and revenue strategy. Firms or consultants may submit a proposal for either scope individually or submit a combined proposal that addresses both scopes.
2. Objectives
a. Assess the feasibility of establishing and operationalizing the Center based on legal, financial and operational viability, including stakeholder and donor readiness, in alignment with ChildFund's mission and investment proposal. (Background will be sent to applicants).
b. Recommend viable governance, structure, and execution models (e.g., subsidiary, alliance or independent entity), with consideration of donor preferences and multi-partner investment frameworks.
c. Identify and map potential partners from civil society, the private sector and academia, emphasizing collaboration and ethical standards.
d. Validate demand, gaps and alignment across stakeholders, with a focus on Africa and scalability to other regions.
e. Identify and assess risk (financial, operational, reputational, programmatic and staff safety) and propose mitigation strategies.
f. Develop a stage-gate implementation model and clear KPIs for impact, growth and sustainability.
g. Ensure launch stages and models are sequenced with anticipated fundraising phases and donor milestones.
3. Scope of Work
a. Include 3–5 interviews or consultations with philanthropic and donor representatives to test alignment with governance and investment options.
b. Review comparative models (hubs, alliances, subsidiaries) and recommend options suited to the Center's vision with timeline to operationalize the Center
c. Analyze ChildFund's prior research and global landscape analyses.
d. Develop a comprehensive risk assessment, including vetting of tech partners.
e. Map strategic partners and collaborators (e.g., Africa Union, ACPF, Brave Movement, tech companies, survivor networks).
f. Lead up to 3 validation sessions with internal and external stakeholders, including at least one with ChildFund's leadership and Board.
g. Propose a detailed stage-gate implementation plan with success metrics that include governance activation, partner engagement and resource mobilization indicators.
4. Deliverables
a. Feasibility Study Report: Executive summary, SWOT analysis, risk assessment, stakeholder mapping and recommendations.
b. Governance & Operational Options Memo: 2-3 viable models with pros and cons.
c. Slide Deck: ChildFund Branded Board-level presentation of findings and next steps.
d. Validation Sessions: Up to 3, including one with leadership/Board.
5. Submission Requirements
a. Technical proposal (max 5 pages) outlining approach, methodology and work plan.
b. Three examples of similar past work.
c. CVs of lead consultants.
d. Budget (not to exceed $100,000), broken down by activity and resource allocation.
e. Two to three references.
6. Selection Criteria
a. Alignment with project scope and ChildFund's mission.
b. Demonstrated experience in feasibility studies, nonprofit management, international development or public policy.
c. Familiarity with online child protection, tech policy and/or child rights.
d. Strategic alignment and feasibility of approach.
e. Pricing and overall value for cost.
f. Timeline and ability to meet deliverables.
7. Compliance and Best Practice Requirements
a. Child Safeguarding: All consultants must comply with ChildFund's Child Safeguarding Policy and related codes of conduct.
b. Data Privacy and Security: Proposals must detail measures to ensure data protection and privacy, especially when handling information related to children and survivors, in line with international standards.
c. Supplier Vetting: All vendors are subject to anti-terrorism and reputational checks, in accordance with ChildFund policy.
d. Accessibility and Inclusion: All deliverables must be accessible and inclusive, reflecting the diversity of stakeholders (e.g. language, disability access).
e. Branding: ChildFund branding materials and templates will be provided to the awarded consultant.
8. Post-Award Monitoring and Reporting
Consultants will be required to participate in post-award monitoring, reporting on progress, and sharing learnings with ChildFund's project team to ensure accountability and transparency.
