Position Summary
The Senior Manager, Monitoring Evaluation leads the design, development and implementation of a comprehensive monitoring and evaluation framework across War Child Canada’s global programs.
This position ensures the organization’s M&E systems are aligned with strategic priorities, donor requirements, and sector best practices. The role also focuses on capacity building strategies - providing mentoring, coaching, and training to staff, including field-based monitoring and evaluation focal points.
The position contributes to the growth, learning and effectiveness of the organization by strengthening War Child Canada’s evidence base, consolidating program results, and supporting donor compliance.
Responsibilities
Develop and Implement Monitoring and Evaluation Frameworks (20%)
- Provide leadership in War Child Canada’s core thematic areas, with particular emphasis on education and youth employment.
- Lead the maintenance and implementation of War Child Canada’s monitoring and evaluation framework, ensuring alignment with strategic goals and donor requirements.
- Develop organizational-level indicators to consolidate and analyze organizational programmatic results and impact.
- Collaborate with program, communications, and fundraising teams to showcase impact and support team goals.
Development and Management of Monitoring and Evaluation Systems (30%)
- Collaborate with program teams to standardization monitoring and evaluation systems and indicators across programs and countries.
- Lead the further development and standardization of data collection tools and both qualitative and quantitative evaluation instruments.
- Spearhead efforts to develop and refine methodologies related to results-based management, enabling the measurement of results across diverse geographic contexts.
- Identify and integrate best practices for baseline data collection, monitoring, evaluation, learning and knowledge management.
Technical Support and Capacity Building (20%)
- Assess existing monitoring and evaluation capacities in countries of operation and Headquarters and develop capacity-building plans accordingly.
- Develop and deliver tailored training programs for staff in key M&E areas, such as tool development, data analysis, survey design.
- Provide technical support and coaching to ensure consistent application of M&E tools and integration into project design and implementation.
- Review and update War Child Canada’s monitoring and evaluation guidelines to ensure quality and consistency.
Human Resources Management (10%)
- Participate in the recruitment, onboarding and management of M&E staff and consultants.
- Support country offices in building M&E teams through guidance on recruitment and professional development.
- Provide supervision and support to the Senior Officer, Monitoring and Evaluation, and technical support to field-based M&E focal points.
Proposal Development (10%)
- Support proposal development for institutional donors, foundations and other major grant applications by contributing M&E plans, logical frameworks, indicators, and budgets.
- Ensure integration of robust and creative impact measurement strategies in project design.
- Provide strategic support on the budgeting and structuring of M&E components in funding applications.
Learning and Knowledge Management (10%)
- Promote organizational learning by managing systems for capturing and sharing results, lessons learned, and best practices.
- Facilitate knowledge exchange across teams and partners, enhancing program quality and effectiveness.
- Promote a culture of learning, reflection, adaptation, and evidence-based decision-making throughout the organisation.
Qualifications
Experience & Knowledge
- Bachelor’s or Master’s degree in international development, social sciences, public policy, statistics, or a related field.
- A minimum of 5 years’ experience in monitoring and evaluation, within international humanitarian and/or development organizations.
- At least 2 years of experience working in country programs in fragile, conflict-affected, or post-crisis settings
- Experience working at the headquarters level of an international NGO is strongly preferred.
- Demonstrated experience designing and implementing M&E systems, including performance measurement frameworks, theories of change, logic models, and data collection tools.
- Proven track record in conducting or managing impact evaluations and assessments using mixed methods approaches.
- Experience in managing direct reports.
- Experience building M&E capacity among staff and local partners through training, mentoring, or coaching.
- Familiarity with donor compliance requirements related to M&E, including those of Global Affairs Canada, UN agencies, and other major institutional donors.
- Experience using M&E data for strategic decision-making, program design, adaptive management, and communications.
Skills & Ability
- Strong understanding of results-based management, outcome mapping, and M&E in complex, multi-country programs.
- Proven ability to design and implement M&E frameworks that integrate both qualitative and quantitative methods.
- Strong analytical and data interpretation skills, with proficiency in M&E-related tools and platforms (e.g., Excel, Power BI, KoboToolbox, or similar).
- Excellent writing and editing skills in English, including the ability to draft high-quality reports and donor-facing materials. Working knowledge of French is an asset.
- Demonstrated ability to manage and analyze large datasets and develop data visualizations for varied audiences.
- Strong organizational and project management skills, with the ability to meet deadlines and manage competing priorities.
- Ability to think strategically and conceptually, while supporting practical implementation at the field level.
- Knowledge of at least one of War Child Canada’s technical sectors (e.g., child protection, education, gender-based violence, women’s economic empowerment, SRHR) is an asset.
- Strong interpersonal and team-building skills, with experience working cross-culturally and across departments.
