Job Title: Research Officer / Monitoring & Evaluation (M&E) Practitioner – Baseline Data Collection Support (Short-Term Consultancy)
Location: East Africa (Refugee and Internally Displaced Communities in Kenya, Uganda, and Ethiopia)
Duration: Approximately 2 weeks per country, during September–October 2025
Languages: Fluency in English required; local language skills strongly preferred
Travel: Yes – in-country travel to schools and community sites will be required. Travel and subsistence costs associated with field work will be covered by ACER UK.

Overview:
The ACER International United Kingdom (ACER UK), part of the Australian Council for Educational Research Group, is seeking experienced researchers or M&E practitioners to support baseline data collection for the Tuseme Girls' Empowerment Club initiative, which is being scaled into refugee and internally displaced communities across East Africa.
Tuseme, which means "let us speak out" in Kiswahili, is theatre and creative arts led school club, where girls and boys develop the agency and skills to advocate for their educational and social rights. It was first introduced in Tanzania in 1996 and has demonstrated impact in empowering young people and transforming school cultures across mainstream school settings across Sub-Saharan Africa.
This work is part of a GPE KIX large-scale applied research project delivered in partnership with FAWE and HERS-EA. The research aims to assess if and how Tuseme can be horizontally scaled into refugee and internally displaced communities, and has the potential to improve the lives of some of the most vulnerable and marginalised learners in the world.
ACER UK will collect baseline data from four schools per country (12 total) from the following communities.
Kenya: Kakuma refugee community, Hagadera refugee community, and Busia Uganda: Adjumani refugee community and Kamwenge refugee community Ethiopia: Debre-Brehan Town, Sherkole refugee community, and Bambasi refugee community
We are looking to engage one researcher per country.
Key Responsibilities:
- Conduct focus group discussions, key informant interviews, and surveys with students, teachers, and community stakeholders
- Collect and organise relevant administrative and school-level data
- Ensure adherence to ethical standards and research protocols
- Work with partners to coordinate travel and field logistics to reach participating schools and communities
- Contribute to timely and accurate documentation and data management
Qualifications and Experience:
- Demonstrated experience in education research or M&E, ideally in low-resource or humanitarian contexts
- Strong skills in qualitative and quantitative data collection
- Familiarity with gender, education, and youth empowerment issues
- Ability to work independently in field settings, including refugee or displaced communities
- Excellent communication and interpersonal skills
- Professional-level English (spoken and written) required; fluency in relevant local languages strongly preferred
- Master's degree or higher in an education related field would be beneficial
