ROLE PURPOSE:
The role offers a leadership opportunity for an individual highly experienced in grants management, business development and donor communications. It requires an individual capable of providing strategic leadership to a dynamic team which is responsible for supporting ambitious fundraising targets as well as the management of a portfolio of awards currently valued at $25m. This role will work collaboratively with members and other departments of the Country office programme to ensure smooth management of development and humanitarian programme awards, sub awards and contracts. The position will be also responsible for capacity building of staff and improving internal ways of working. The person will be responsible for delivering an efficient and effective award management function. They will lead award management for all programmes and develop best practice award management processes across the Lebanon Country Office.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Dimensions:
1. Ensure effective participation, input and advisory as an SMT member to wider strategic objective of Country Program by participating in CO operational and strategic planning and by harmonization and cohesive integration with other departments.
2. Take lead to establish and maintain an effective and efficient Grants Management System with clear SOPs, process flows, tools and guidelines to enable all the budget holders for effective project management.
KEY AREAS OF ACCOUNTABILITY:

- Build a high performing award management team to support good practice and high quality delivery across the Country Office
- Ensure the delivery of capacity building both within the field office team and across the Country Office
- Ensure the implementation of orientations and staff trainings for award management procedures, donor requirements for Save the Children staff and partner organisations.
- Build relationships across the Country Office, the Region and the Centre and escalate issues as required
Communicating with impact, negotiation and coordination
- Provide strategic support to the CD on all aspects of award management including pipeline management and donor compliance; champion Award management at the Country Office
- Provide coordination support to proposal development and review processes, ensuring all staff inputs happen in timely and effective manner. Also provide advice on donor compliance requirements to ensure high quality proposals.
- Maintain effective communications with Save the Children members regarding donor related issues
- Supervise award close out process and work with members to ensure awards are closed out on time, as well as partners Sub-award agreement assure it’s closed on time.
Compliance (systems, processes, donor)
- Understand SCI processes and key donor requirements, and support teams across CO to ensure all opportunities, proposals, contracts and amendments follow SCI processes
- Ensure that all appropriate donor formats are available in-country and staff have a clear understanding of donor requirements/expectations throughout the award cycle.
- Ensure potential issues and amendment requests are flagged promptly to the SMT, then to donors via the relevant member. Prepare donor waiver/derogation requests.
Monitoring and analysis
- Work in collaboration with the Finance Director, ensure the CO has a clear framework for master budget development, cost allocation, monitoring of award budgets, phasing and forecasting, ensuring alignment between the master budget and funding tracker.
- Work in collaboration with the finance department and provide technical advice regarding strategic donor costs allocations with a view to minimize compliance issues where possible
- Coordinate the development of fully costed budgets for award proposals
Award Management leadership, portfolio management and strategy
- Ensure award management systems and processes are successfully implemented, and key controls are in place to support effective portfolio management and compliance with donor requirements.
- Provide strategic support within the SMT on all aspects of award management including funding pipeline management, award contracting and donor compliance (particularly controlling the implementation of compliance requirements set by key donors).
- Provide regular management information to the PDQ Director on the performance of the allocated portfolio.
- Ensure all Awards related Key Performance Indicators (KPI) are monitored and follow up with the Awards Manager to ensure a green level KPI is achieved and retained.
- Support the PDQ Director in the implementation of plans to address any performance issues identified through management information and KPI results
- Support in the development and continuously update the Country Office funding strategy that enables proactive engagement across Save the Children globally and with donors to secure funding opportunities in a timely manner, making recommendations and flagging issues to Senior Management
- Provide detailed analysis of current/ pipeline awards to the SMT.
- Ensure that necessary risks are taken knowingly with appropriate mitigating actions.
- Conduct monthly check up calls with the Regional Office in which an update is included on the funding situation, funding gaps, current pipeline and the fundraising efforts at CO.
New Business Development:
- Participate in donor and Member visit to project(s) within the country office portfolio, as required.
- Ensure that the country office has a comprehensive set of tools for Business Development Monitoring in place and consistently up to date that can be used by SMT for monthly monitoring.
- Provide regular updates to the ESMT on the status of the funding portfolio and key trends to monitor including proposal success rate.
- Build and maintain relationships with relevant networks and award management staff of similar organisations in the country, as well as local representatives of donor organisations
- Support the Country Director, PDQ Dir, and technical teams to build strong relationships and funding partnerships.
- Monitor, maintain and develop relationships with in-country and regional donors at all required levels
- Liaise with members to determine opportunities, support global donor relationship management, and align member and country funding strategies
- Develop updated Donor Briefings for the CD ahead of donor meetings
- Lead the competitor’s analysis with inputs from relevant teams
- Support the Proposal Development Coordinator in the development of high-value or complex proposals or bids, building on global, regional and national expertise, and ensuring the highest quality product.
- Outline donor strategic priorities during Proposal Development Workshops and liaise with PDQ to align the proposed Programme Design and to ensure relevant resources are included in the proposal (e.g. Needs Assessment, Research findings, etc).
- Review proposals to ensure alignment with donor compliance and donor strategic priorities
- Lead the development of Donor Engagement Plans internally with SMT, and with Members
- Lead the development of the Annual Donor Landscape Analysis and the Quarterly Gap Analysis and share any recommendations with the senior management.
- Lead on after action internal review of significant and important proposal submissions.
- Continuous sharing of systematic reports with various donors.
- Ensure best practice ways of working and continuous learning to improve future BD efforts.
QUALIFICATIONS
- Bachelor’s degree relating to business, finance, accounting or international
- Strong communication (written and spoken), and interpersonal skills in English
EXPERIENCE AND SKILLS
Essential
- Proven track record of in-country award portfolio management and knowledge of major donors’ compliance requirements
- Experience communicating with impact in a complex stakeholder environment
- Experience of staff management, supervision and capacity building in Award Management
- Proven track record of supporting a senior management team
- Problem solving skills to identify and lead the resolution of issues
- Good attention to detail and analytical skills
- Computer literate (i.e. Word, advanced Excel, Outlook, financial systems).
- Cultural awareness and ability to build relationships quickly with a wide variety of people
- Patient, flexible, able to improvise and communicate clearly and effectively under pressure
- Excellent planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities
- Basic understanding of operational programming, including the realities of the context and understanding of the financial aspects of award management
- Experience in managing multicultural teams
Desirable
- Experience with Save the Children Award Management System (AMS)
- Significant experience with NGOs in an international environment
- Arabic language skills highly desirable
- Prior experience in Lebanon or the region highly desirable
