International Consultant to provide technical assistance to MoPSE in the Development of the Education Sector Performance Report for 2025, Zimbabwe ,40 days. (Open to Non-Zimbabwean Nationals Only)
UNICEF Zimbabwe is inviting applications for an International individual consultant to provide technical and coordination support to the Ministry of Primary and Secondary Education (MoPSE) and UNICEF in the production of the 2025 Education Sector Performance Report (ESPR). The consultant will also support the successful facilitation of the Joint Sector Review (JSR) meeting.
Background: The Ministry of Primary and Secondary Education (MoPSE) together with partners conducts annual Joint Sector Reviews (JSRs) to assess progress against indicator targets set in the Education Sector Strategic Plan. The JSR process is informed by the ESPR, which consolidates and analyses progress against the ESSP 2021–2025 Key Performance Indicators. Data sources include EMIS, TDIS, research studies, monitoring reports, supervision and inspection visit reports, district and provincial operational plan reviews, and other credible reports. The JSR produces a meeting report and an Aide Memoire with key recommendations, monitored through ECG meetings.
For 2025, MoPSE requires technical support to: produce the ESPR, plan and organise the JSR meeting, and provide rapporteur services during the JSR.
Assignments: Scope of Work. The consultant will:
- ESP R Development: Review KPIs targets for 2025, analyze EMIS data and other sources, prepare draft and final ESPR including data tables and narrative analysis, integrate findings from studies and monitoring reports, validate data with MoPSE, and deliver the ESPR one month before the JSR date.
- JSR Preparation and Facilitation: Plan the JSR agenda with MoPSE, UNICEF, and the facilitator; support logistical preparation; develop background documents and presentations; ensure alignment between district, provincial, and national outputs.
- Rapporteur Duties during the JSR: Document key discussions and recommendations; draft the JSR meeting report and Aide Memoire; ensure actionable follow-up points.
Major tasks and deliverables include inception meeting with MoPSE and UNICEF to agree on scope and workplan; ESPR report and final deliverables; final JSR package; and related products. The contract covers 40 working days in total.
