Job Description:
KEY RESPONS IBILITES
Effective & efficient project management support provided for the quality implementation
- Manage and lead, the planning, implementation, monitoring, controlling, reporting, and evaluation of project activities to achieve the stated deliverables of project on time and within budget.
- Ensure that projects’ plans of activities are operating within approved business plan and budget.
- Monitor and oversight the implementation of partners (Building Better Society & Development Partnership Group) to produce high level of quality of the Program’s work outputs and deliverables
- Develop a detailed implementation plan including target and budget of project with technical assistance from the Education Specialists and Technical Programme Manager cum technical advisor.
- Manage an approved proposal through managerial backstopping and solving management issues such as recruitment of staff, appraisal of staff, etc.; and
- Represent the World Vision in advocating local Education authority (depend on the adapted current situation), and other relevant organizations and department at Township level, Zonal level and National Level.
- Provide leadership to the technical staff to conduct effective training.
- Lead the development and implementation of a risk management plan that internal or external risks that threaten the project are analyzed and actions taken to remove or mitigate identified risks
Improve the quality of monitoring and evaluation and reporting
- Lead the project team in establishing and operating a monitoring and evaluation system with technical assistance from Consortium lead organization.
- Assist and cooperate with consortium members in carrying out appropriate operational research, donor visits when needed.
- Undertake regular monitoring visits to project sites in line with a monitoring and evaluation system
- Prepare and submit log frame and narrative project reports according to donor guidelines.
- Lead and manage staff and partner organization focal staff to provide report in time then submitted reports to consortium lead manager.
Strengthen networking with and relative positioning of World Vision International - Myanmar
- Identify strengths and weaknesses of the organizations and key players regarding Education support.
- Develop strategies to foster networking and partnership with key players regarding education support.
- Represent World Vision in meetings and other forums of donor agencies, UN agencies, INGOs and NGOs and CBOs and working groups
- Provide timely and accurate information to decision makers of World Vision Myanmar regarding Education
- Lead field project staffs including volunteers for better coordination with other stakeholders
The project implementation & financial status monitored and reported to be in line with strategy and planning of project and program
- Monitor the budget spending, allocation and make corrective actions when needed
- Ensure budget line are used correctly according to accounting system
- Monthly financial report reviews with project staff and partner staff to prevent low burn rate
Strengthening capacity of staff, partner staff, volunteers and parents to coordinate and facilitate effective implementation of the project:
- Ensure all the trainings provided were fully supportive to increase the capacity building of staff members with regular assessment and provide guidance, adaptation, coaching and feedback.
- Develop appropriate Behavior Change Communication strategies and messages.
- Facilitate and sharing up-to-date information and provide with clear guideline.
- Undertake assessment and evaluation of the capacity of staff members and volunteers/facilitators.
- Create opportunity for children to increase access to Education service
Other tasks duly assign by Supervisor/ manager performed and contributed to proposal development of peace building project if necessary
- Work closely with the Grants Management Manager, project staff and other functions within WVM to promote mutual learning, support and accountability.
- Attend and participate in devotions and other activities that enrich and develop mutual growth in Christ (paid for via private funds). Perform any other tasks assigned by the supervisor
KNOWLEDGE, SKILL AND EXPERIENCE
- Bachelor's degree, preferable master’s degree in related fields.
- Minimum of 3 -5 years’ experience in Education Sector
- Strong experience in dealing with grant donors
- Considerable degree of experience in writing report
- Excellent written and oral communication skills in English and Myanmar both speaking and written
- Ability and genuine desire to work and learn as a team and having appropriate attitude on team building and team spirit
- Ability and willingness to travel to project sites as needed
- Strong level of knowledge and skills in managing grants in the field of Education
- Strong level of knowledge and skills regarding crosscutting issues such as assessment, design, monitoring and evaluation, behavior change communication strategies and capacity building
- Strong analytical skills in reading the situation and skills in problem solving
- Considerable degree of knowledge and skills in data
- Management and data analysis through using database and statistical software
- High commitment to and high interest in Education field
- Ability to work with minimal degree of supervision through demonstrating accountability, trust worthiness and strong commitment
- Excellent interpersonal communication skills, organizational skills and team building and team spirit
- Knowledge in MS Word, Excel, Power point and internet
- Considerable knowledge and experience in writing report, particularly in conformity with the grant donor's requirement
