Job Summary
Reporting to the Head of Policy and Advocacy, the Policy and Advocacy Coordinator will support the design, development, and execution of WINGS' policy and advocacy agenda. This role will contribute to policy and development finance analysis, monitor emerging global and regional policy trends impacting philanthropy and its enabling environment, and translate research and programmatic evidence into clear policy insights, briefing materials, and advocacy recommendations. The role will play a key coordination and analytical function in strengthening WINGS' global policy positioning and supporting collective advocacy efforts across the network.
Working closely with the WINGS' policy and advocacy team and the broader WINGS network, the role will help support collective advocacy efforts, support research-driven policy engagement, and strengthen WINGS and the network's position as a key global voice in the sector.
Responsibilities
The Policy and Advocacy Coordinator's main areas of responsibility will include, but are not limited to:
Policy and Strategic Support
- Support the development and implementation of WINGS' policy and advocacy strategy and action plans in alignment with organisational priorities and global developments
- Monitor, analyse, and synthesise policy and regulatory trends affecting philanthropy's role in global development finance and in the enabling and partnership environment in priority countries, producing analytical and actionable insights.
- Conduct qualitative and desk-based policy analysis to inform advocacy priorities and recommendations.
- Translate programmatic and research evidence into clear policy recommendations and advocacy asks.
- Provide coordination and operational support to collective advocacy efforts with WINGS members and partners through working groups, consultations, and other mechanisms
Stakeholder Engagement, Coordination, and External Representation
- Support stakeholder mapping and relationship management across regions and sectors, in coordination with the Policy and Advocacy team
- Support WINGS' engagement with policymakers, government agencies, multilateral organisations, and other key stakeholders, especially where philanthropy and development finance intersect
- Support and/or lead on the organisation of advocacy-related events, meetings, and convenings (in-person and virtual)
- Prepare briefing notes and background materials for WINGS' participation in policy forums and events
- Support WINGS' preparation for representation in high-level policy dialogues, coalitions, and international forums, and participate in such engagements as delegated
- Support capacity-building efforts for WINGS' members in policy engagement and advocacy skills
Research, Knowledge, and Communications
- On an ongoing basis, coordinate research findings and other knowledge outputs across the WINGS teams, translating technical or policy concepts into accessible and actionable recommendations
- Contribute to the documentation of advocacy outcomes, lessons learned, and impact
- Work closely with other teams, regional coordinators and relevant regional groups to ensure policy and advocacy efforts are integrated and streamlined into WINGS' broader programmes and communications
Requirements
This is a fully remote consultant position with a level of effort (LOE) of approximately 40 hours per week. Candidates can be based anywhere. This role will run for an initial 12 month period, with the possibility of an extension. The successful candidate will have the following:
Education and Experience
- Bachelor's degree in government, economics, international relations, international development, or a related field
- A minimum of 6-9 years of relevant professional experience in fiscal public policy, development finance, philanthropy or civil society policy or related fields. Experience years may include time completing a Masters degree.
- Demonstrated experience researching, monitoring, or analysing policy or regulatory developments and translating findings into policy insights or recommendations.
- Demonstrated interest or experience in civil society, philanthropy, donor-related policy, or development cooperation.
- Familiarity with global policy frameworks and regulatory environments affecting philanthropy and the civil society space, multistakeholder collaborations or financing for development processes
Skills and Competencies
- Strong analytical, research and synthesis skills to assess global policy trends and provide strategic insights.
- Excellent oral communication and writing skills, with the ability to translate complex policy issues into compelling narratives.
- Fluency in English is required; proficiency in other languages is an asset
- Ability to work independently and collaboratively in a dynamic, international environment.

Compensation and Employment Details
Compensation for this position ranges from USD 30,000-40,000 per year, aligned with WINGS' global compensation frameworks and adjusted based on the candidate's geographic location and experience.
Working Arrangement: Fully remote consultant position

Duration: Initial 12 month period, with the possibility of an extension
