The Program Manager advances HF’s mission by managing a portfolio of U.S. Southeast Asia, and island nation-based grantee partners and supporting the effective execution of the Foundation’s grantmaking, storytelling, and capacity-building efforts. This role focuses on delivering day-to-day program execution, stewarding partners, and achieving operational excellence within established strategies and systems.
The Program Manager builds and maintains trust-based relationships with partners, ensures grantmaking processes are clear, effective, and transparent, and helps elevate the impact and voices of the communities HF serves. Working collaboratively across the HF team, the Program Manager reports to the Senior Program Manager and works closely with the Data and Evaluation Manager and the Executive Director.

KEY RESPONSIBILITIES
Grant & Partner Portfolio Management (U.S. Southeast Asia, and island nations)
- Serve as the primary relationship manager for a portfolio of grantee partners, cultivating strong, trust-based partnerships across diverse communities and contexts.
- Manage the full grant cycle from application and due diligence through contracting, reporting, renewal, and closeout using established HF policies, tools, and timelines.
- Monitor partner progress and support partners through challenges and obstacles.
- Conduct virtual and in-person site visits and summarize learnings for internal reporting.
- Ensure compliance with grant agreements, documentation standards, and internal controls.
Program Operations & Administration
- Execute and maintain program-related processes, tools, and workflows to ensure consistency, efficiency, and accountability.
- Track commitments, deliverables, budgets, and timelines across assigned grants and projects.
- Maintain accurate records and documentation across HF systems (e.g., CRM, grants management platforms).
- Provide operational insights and inputs to inform program planning led by senior staff.
Capacity Building, Learning & Knowledge Sharing
- Support the design and coordination of partner workshops, peer learning exchanges, and other capacity building initiatives.
- Work with grantee partners and internal teams to gather learning, insights, and impact information that inform reporting, reflection, and shared learning.
- Coordinate collection of partner-provided data and materials needed for grant reporting and internal learning processes.
- Represent HF professionally and in alignment with organizational values in partner meetings, learning spaces, and external convenings.
Collaboration, Leadership & Support
- Collaborate closely with program, data, communications, and operations colleagues to align implementation with organizational goals.
- Mentor or support junior staff, contractors, and interns when required.
- Contribute ideas, feedback, and analysis to advance program strategy and effectiveness.
- Perform other duties as assigned.
QUALIFICATIONS
We recognize that candidates bring a range of lived and professional experiences. While no one candidate will meet every qualification listed, successful candidates will demonstrate many of the following:
Required
- 3–5 years of relevant experience in program management, grantmaking, nonprofit operations, or community-based work, with a strong preference for experience supporting Indigenous-led or frontline community initiatives.
- Bachelor’s degree or commensurate relevant experience.
- At least 2 years of experience working in the nonprofit sector.
- Experience managing projects, grants, or operational processes with defined objectives and timelines.
- Strong organizational, project management, and communication skills, with the ability to manage multiple priorities.
- Demonstrated ability to exercise independent judgment and make operational decisions within established guidelines.
- Commitment to equity, climate justice, and community-led approaches.
- Comfort and demonstrated expertise working across cultures and time zones.
Preferred
- Familiarity with trust-based philanthropy, grantmaking operations, and/or nonprofit capacity building.
- Experience with Salesforce, Submittable, Slack, WhatsApp, and Google Workspace.
- Project management certification or equivalent experience.
- Experience in environmental justice, social justice, renewable energy, or international development contexts.
- Additional language skills (e.g. French, Spanish, Portuguese, Hindi, or Khmer).
SALARY, BENEFITS & LOCATION
The salary range for this position starts at $75,000/year, with final compensation based on qualifications and experience. HF offers industry-leading benefits, including:

HF operates as a primarily remote organization, with occasional required in-person meetings, retreats, site visits, and events. Core collaboration hours are approximately 9:00am–5:00pm Pacific Time; employees outside PT may flex hours but should expect some meetings outside their local workday. The Program Manager can expect to travel domestically and internationally up to three times per quarter. Unfortunately, Visa sponsorship is not available at this time.
