1. Background
Nigeria continues to face significant challenges in foundational learning outcomes, with a large proportion of children unable to read or perform basic numeracy tasks at grade-appropriate levels. While progress has been recorded in some states, disparities persist across regions, driven by variations in system capacity, teacher support structures, and data use for planning.
Teaching at the Right Level (TaRL) Africa works with government and development partners to support evidence-based remedial learning interventions that improve foundational literacy and numeracy outcomes at scale. Central to this approach is the use of data to inform program design, targeting, and system integration.
As part of its strategic efforts to expand and institutionalize TaRL within government systems, TaRL Africa seeks to conduct a data-informed needs assessment across selected states to generate actionable evidence that will inform planning, policy alignment, and implementation decisions.
2. Purpose and Objectives
The purpose of this consultancy is to engage a qualified consultant or firm to design, implement, and report on a multi-state needs assessment that will:
- Generate data on foundational literacy and numeracy outcomes to identify priority needs and target populations.
- Map teacher development, mentoring, and instructional support systems relevant to remedial learning.
- Analyze education data-use practices and planning mechanisms that affect foundational learning programmes.
- Validate findings and recommendations with state-level stakeholders.
- Produce a validated national synthesis report and a concise national policy brief to inform federal-level alignment and decision-making.
3. Scope of Work
The consultant will lead and coordinate all technical, logistical, and reporting activities under TaRL Africa’s supervision.
Geographic Scope
The needs assessment will be conducted across selected states grouped into two regional clusters for implementation efficiency:
Region A: Benue, Plateau, Kogi, Taraba, Ebonyi
Region B: Ogun, Ondo, Cross River, Rivers, Enugu
Applicants may apply for one region or both regions and must clearly demonstrate capacity for delivery within the proposed timelines.
a. Preparatory Phase
Review relevant background documents, including state education data and TaRL materials.
Finalize research methodology and tools (quantitative and qualitative).
Secure ethical clearance and state approvals where necessary.
Conduct pilot testing and refine tools.
Submit an inception report detailing methodology and workplan.
b. Data Collection Phase
Conduct foundational literacy and numeracy assessments in sampled schools or learning centres across participating states.
Conduct key informant interviews and focus group discussions with teachers, mentors, SUBEB officials, and other relevant stakeholders.
Ensure data quality assurance, cleaning, and adherence to ethical and safeguarding standards.
c. Analysis and Reporting
Analyze quantitative and qualitative data to generate state-level findings.
Prepare draft and final state-level needs assessment reports.
Produce regional synthesis reports consolidating findings across states.
Support the development of a national synthesis report integrating findings across regions.
Prepare a concise national policy brief derived directly from the validated national synthesis report, highlighting key findings, policy implications, and recommended action areas.
d. Dissemination and Validation
The consultant will facilitate regional-level validation workshops bringing together representatives from participating states to review findings and refine recommendations. Feedback from these sessions will be incorporated into the final state-level and regional synthesis reports.
The consultant will provide technical support, including presentation of the validated national synthesis report, response to technical questions, and documentation of feedback to inform finalization.
4. Deliverables
The consultant will deliver the following:
- Inception report with final methodology, tools, and workplan
- Clean quantitative and qualitative datasets
- Draft and final state-level needs assessment reports
- Regional synthesis reports
- Inputs to the national synthesis report
- One national policy brief summarizing key findings and policy implications
- Reports from regional validation workshops
- Federal-level dissemination workshop report, documenting feedback
- Final validated national synthesis report
