Background
Save the Children Indonesia (SCIDN) is a nationally registered non-governmental organization and a Member of Save the Children International, working to ensure every child’s right to survival, protection, development, and participation through a rights-based approach. In Indonesia, Save the Children’s operations align with the Member Strategy 2020–2024, with programmatic focus across education, health and nutrition, child protection, humanitarian response, youth and livelihoods, and climate resilience. Gender Equality, Disability, and Social Inclusion (GEDSI) principles are integrated across the full program cycle. SCIDN is also recognized for its strong capacity in Research, Evaluation, Accountability, Learning, and Monitoring (REALM), ensuring that interventions are evidence-driven, accountable to affected populations, and contribute to learning and policy influence.
Indonesia is increasingly exposed to climate-induced hazards, with significant implications for children, schools, and vulnerable communities. Strengthening climate resilience requires approaches that are not only technically sound, but also practical, child-centered, and scalable through existing systems.
Save the Children Indonesia has implemented community-based and child-centered climate change adaptation initiatives in Bandung District, West Java. These initiatives demonstrate integrated approaches across:
- School-based climate learning and action
- Community-based adaptation planning and implementation
- Climate information and early warning systems
- Governance integration and policy influence
These 3-years interventions have generated substantial evidence and learning across multiple components of child-centered Climate Change Adaptation.
As the project concludes, there is a strategic opportunity to synthesize these experiences into a coherent model that can guide future programming, inform policy, and support scaling and replication.
Purpose of Synthesis of Project Learning and Development of the Child-Centered Climate Resilience (CCCRM) Knowledge Product
- Synthesize project learning and evidence to develop a consolidated Child-Centered Climate Resilience (CCCRM) model
- Define a scalable and replicable model that integrates school-based and community-based climate change adaptation approaches
- Embed meaningful child participation within the model, highlighting children’s roles in learning, decision-making, and climate action
- Develop practical implementation pathways for the model, including institutional integration and sustainable financing mechanisms (e.g., village funding systems)
Essential Functions
Under the supervision of National Evidence and Learning Manager, and in close coordination with Climate Changes Adaptation Advisor, the consultant will be responsible for the following key functions:
1.Synthesis of Project Learning and Evidence
Review and analyze key project documents and materials, including:
- Learning modules and educational approaches (e.g., climate and weather modules for children)
- School-based practices and teacher-led initiatives (including documented good practices)
- Child-led initiatives and outputs (e.g., student climate actions, stories, and publications such as zines/magazines)
- Policy and financing mechanisms (e.g., Dana Desa guidance, linkages to village regulations and national frameworks)
- Endline study and final evaluation
- Most Significant Change (MSC) stories
- Project reports and supporting documentation
- Internal reflections and implementation learnings documentations
Synthesize findings to identify:
- Core approaches and intervention pathways
- Success factors and enabling conditions
- Key challenges and limitations
Distill insights that inform a coherent, evidence-based CCCRM model, including elements that drive effectiveness, scalability, and transferability
2.Development of the CCCRM Model
Develop a structured and integrated Child-Centered Climate Resilience Model that:
- Integrates school-based and community-based climate change adaptation
- Strengthens linkages between schools, communities, and local systems
Clearly define:
- Core components and functions of the model
- Roles of children, schools, communities, and institutions
- Pathways of change (how the model leads to outcomes)
Ensure meaningful child participation is embedded across all components
3. Development of Implementation Framework
Translate the model into a practical and user-oriented implementation framework, including:
- Phased or step-by-step implementation approach
- Entry points and options for replication and scaling
- Required capacities, resources, and enabling conditions
Integrate key cross-cutting elements:
- GEDSI, Child participation and safeguarding
- Use of climate information and early warning systems
- Alignment with existing institutional systems (education, village governance, DRR)
4. Integration of Sustainability and Financing Pathways
Identify and articulate pathways for institutionalization and long-term sustainability, including:
- Integration into government systems and policies
- Alignment with planning and budgeting processes
Analyze and position financing mechanisms (e.g., Dana Desa) as core enablers for scaling and replication
5. Evidence Integration and Model Packaging
Ensure the CCCRM model is fully grounded in project evidence, including:
- Endline and evaluation findings
- Most Significant Change (MSC) stories
- Field implementation examples
Package the model into a clear and accessible knowledge product, suitable for:
- Government adoption
- Program replication
- Donor engagement
6. Validation and Refinement
Facilitate validation processes with:
- Internal teams
- Key stakeholders (government, partners)
Refine the model and product to ensure:
- Clarity and coherence
- Practical usability
- Relevance and readiness for scaling
Deliverables
The external consultants are expected to deliver the following outputs:
1.Inception Report
- Detailed approach, methodology, and analytical framework
- Workplan with timeline, milestones, and consultation plan
- Outline/structure of the CCCRM model and knowledge product
2.Draft CCCRM Model and Knowledge Product
Draft Child-Centered Climate Resilience Model (CCCRM), including:
- Integrated framework linking school-based and community-based approaches
- Definition of core components, functions, and system linkages
- Initial articulation of pathways of change
Preliminary implementation framework, including:
- Phased approach and entry points for replication
- Required capacities and enabling conditions
Initial analysis of:
- Scalability and transferability
3.Final CCCRM Model and Knowledge Product (Core Deliverable)
A comprehensive, user-oriented product that includes:
- Clear model framework (visual and narrative)
- Detailed explanation of:
- Core components and system linkages
- Roles of children, schools, communities, and institutions
- Pathways of change
Practical implementation framework, including:
- Step-by-step or phased approach
- Guidance for replication and scaling
- Integration of key elements:
- Child-centered and participation approaches
- Climate information and early warning systems
- Governance and institutional alignment
- Financing mechanisms (including Dana Desa)
Evidence integration, drawing from (but not limited to):
- Endline and evaluation findings
- Most Significant Change (MSC) stories
- Field implementation examples
Actionable recommendations for:
- Scaling and replication
- Policy uptake and institutionalization
4.Validation and Finalization
Facilitation of validation workshops/consultations with:
- Internal teams
- Key stakeholders (government, partners)
Revised and finalized CCCRM model and knowledge product based on feedback
All deliverables can be submitted in English or Bahasa Indonesia and must be approved by Save the Children.
Required Qualifications and Experience
To be considered, the external consultants together must have required qualifications and experience.
Education and Experience
- Advanced degree in a relevant field (e.g., climate change, environmental science, disaster risk reduction, education, public policy, development studies, or related disciplines)
- Minimum 7–10 years of relevant experience in climate change adaptation, disaster risk reduction, or resilience programming
- Demonstrated experience in programme implementation and/or knowledge management, including synthesizing learning into frameworks, models, or guidance products
- Proven experience working on community-based and/or school-based approaches, preferably related to climate resilience or DRR
- Experience in child-centered or participatory programming, including approaches that promote meaningful child participation
Technical Expertise
- Strong analytical skills with the ability to synthesize complex information and multi-source evidence (e.g., evaluations, MSC, field practices) into clear, actionable insights
- Experience in developing conceptual frameworks, models, Theory of Change, or programmatic guidance for multi-stakeholder initiatives
- Good understanding of Indonesia’s sub-national governance systems, including village and district planning and financing mechanisms (e.g., Dana Desa)
- Familiarity with climate information, early warning systems, or resilience programming is an asset
- Experience integrating GEDSI and safeguarding/child protection considerations into programme design or knowledge products is highly desirable

- Excellent writing and documentation skills in Bahasa Indonesia and English, with the ability to produce clear, structured, and user-oriented outputs
- Strong facilitation and stakeholder engagement skills, including leading consultations and validation processes
