Role Summary
The Advisor, MEL, is responsible for leading the development and implementation of a ChildFund Alliance MEL system to support the implementation of our ChildFund Alliance Strategy 2030: Championing Child Rights in a Changing World.
The Advisor will ensure that evidence, results, and learning across Alliance Members and Committees are collected, analyzed, and translated into strategic insights that inform the Alliance's global strategy and external influence.
Key Responsibilities
1. Development of an Alliance MEL Framework
- Lead the design, implementation, and continuous improvement of an Alliance-wide Monitoring, Evaluation and Learning Framework aligned with the 2030 Strategic Plan.
- Facilitate the development of Key Performance Indicators (KPIs) in collaboration with the ChildFund Alliance Strategic Pillar Committees: (1) Ending Violence Against Children (EVAC), (2) Child-Sensitive Humanitarian Action, and (3) Children in a Changing Climate.
- Establish mechanisms to aggregate data across Members and Committees to ensure consistency and cohesion.
- Ensure all ChildFund Alliance Members and Secretariat staff are familiar with the Alliance MEL functions in alignment with the developed MEL framework.
2. MEL Data Collection Tools and Processes
- Negotiate and adapt standard data collection tools and processes with Alliance Members to ensure consistency and relevance.
- Develop and refine data collection approaches and processes to ensure timely availability of Alliance MEL results for monitoring and internal and external reporting.
- Provide technical guidance and capacity support to Committee representatives and the Secretariat to promote data quality and alignment.
- In collaboration with Committees and Secretariat, develop and support data quality assurance processes.
3. MEL Data Aggregation and Analysis Processes
- Lead the development of data aggregation and analysis systems to synthesize results across Committees and Strategic Pillars.
- Conduct periodic data analysis and produce reports that identify trends, patterns, and learning insights that inform strategy, advocacy, and operational improvement.
- Collaborate with the Senior Advisor, Advocacy and Policy, to translate data into strategic insights and narratives for high-level representation and communication.
4. Reporting and Strategic Review
- Lead the development of an Alliance data visualization reporting tool to inform progress against KPIs. Ensure that these findings are reported out semi-annually.
- Produce quarterly and annual Alliance-wide performance reports for the Secretary General and Governance bodies.
- Support Committees in reporting on their multi-year action plans and KPIs, ensuring consistency and comparability across pillars.
5. Support Alliance-wide Learning to Drive Innovation and Collaboration
- Collaborate with members to identify and disseminate learning and good practice from Committee progress.
- Identify and support cross-committee learning opportunities.
- Create learning opportunities for members.
- Draft learning and innovation products in collaboration with Advocacy Representative for broad dissemination and increased Alliance visibility.
- Establish and maintain a searchable central repository of member data and products.
6. Collaboration and Representation
- Collaborate closely with the Senior Advisor, Advocacy and Policy, to ensure that evidence and results inform advocacy priorities, policy positions, and external messaging.
- Collaborate with Committee leads (EVAC, Humanitarian, Climate) to monitor pillar progress, align data collection, and coordinate reporting.
- Represent the Alliance in technical networks and learning partnerships to share insights and strengthen external credibility in MEL practice.
7. Engagement with Alliance Child-Sensitive Humanitarian Action Committee (est. 20% time)
- Coordinate the implementation of the Committee on Child-Sensitive Humanitarian Action workplan in collaboration with the Committee Chair.
- Contribute to global advocacy to influence legal and policy frameworks that protect children in Humanitarian action.
- Implement select strategic activities as outlined in the Humanitarian Action workplan
- Collect and aggregate data to monitor progress against the Key Performance Indicators providing strategic insights to guide decision-making.
- Represent the Alliance in key Humanitarian Action fora to inform global policy, foster networks, and partnerships, gather and disseminate insights and build visibility.
- Amplify and communicate the collective brand and impact of the Alliance.
Qualifications
Essential
- Advanced degree in International Development, Evaluation, or a related field
- 5 to 7 years' experience in conducting monitoring and evaluation, applied research, or doing and/or managing evaluation of development programming and humanitarian action.
- Experience in data collection, data analysis, the presentation of findings, and the engagement of others in the interpretation and implications of findings.
- Experience using statistical and qualitative analysis software packages, as well as spreadsheet, graphics, and presentation software.
- Proven experience turning data into insightful stories or evidence-based communication.
- Experience leading or working as part of a cohesive and flexible team to achieve results.
- Excellent facilitation, coordination, and intercultural communication skills.
- Fluency in English; working knowledge of French and/or Spanish is an asset.
Desirable
- Experience working within a network organization, coordinating MEL processes across multiple entities and geographic regions.
