SCOPE OF WORK:
The consultant will support IRC Jordan and the Ministry of Education (MoE) in the development, piloting, and refinement of a national KG2 Social Emotional Learning (SEL) training package aligned with national standards and the Continuing Professional Development (CPD) framework.
The assignment will focus on the design of training manuals and tools, delivery of a Training of Trainers (ToT) for MoE supervisors, development of assessment tools (including pre- and post-tests), and incorporation of feedback into finalized training materials.
Key Responsibilities
1. Training Package Development
- Lead the development of a comprehensive, culturally relevant KG2 SEL Training Manual for teachers, in close collaboration with MoE technical teams.
- Develop a detailed Trainer’s Guide and Trainee Manual for MoE supervisors aligned with adult learning principles.
- Design and integrate pre- and post-training assessment tools to measure knowledge and competency gains among participants.
- Ensure alignment of all materials with national KG2 standards and MoE CPD framework.
- Submit draft and final versions of all manuals and tools, incorporating technical feedback from IRC and MoE.
2. Training of Trainers (ToT)
- Design a structured 5-day Training of Trainers (ToT) package for MoE supervisors.
- Develop all ToT materials, including facilitator guides, participant handouts, presentations, and practical exercises.
- Deliver the 5-day ToT for MoE supervisors.
- Provide technical guidance to supervisors to prepare them to train 60 KG2 teachers.
3. Feedback and Refinement
- Design structured feedback tools to collect MoE supervisors’ feedback after:
- Attending the ToT
- Delivering training to 60 KG2 teachers
- Develop tools to collect feedback on:
- Content clarity
- Practical applicability
- Relevance to classroom realities
- Training delivery effectiveness
- Analyze feedback data and provide a reflection report summarizing findings and recommendations.
- Revise and finalize the KG2 SEL Training Manuals and ToT package based on MoE feedback and pilot implementation results.
Representation and Coordination
- Coordinate closely with the ECD Coordinator and designated MoE focal points throughout the assignment.
- Participate in technical review meetings with MoE and IRC teams.
- Present draft materials and integrate consolidated feedback.
- Ensure collaborative and consultative engagement with national stakeholders.
Reporting & Monitoring:
- Submit an inception report outlining methodology, timeline, and deliverables.
- Provide draft versions of all manuals and tools for review.
- Submit a ToT completion report summarizing training outcomes and participant performance.
- Submit a feedback analysis and final revision report.
- Deliver finalized, formatted training manuals and assessment tools.

Requirements:
- Advanced degree in Education, SEL, Psychology, ECD, PSS, or related field.
- Minimum 7 years of experience in designing teacher training packages, preferably in collaboration with Ministries of Education.
- Proven experience in Training of Trainers (ToT) design and facilitation.
- Demonstrated experience developing assessment tools (pre/post tests, competency-based tools).
- Strong experience working with government stakeholders.
- Excellent writing skills in Arabic (mandatory) and English.
- Strong facilitation and adult learning expertise.
Working Environment: This position is based in Amman. The security situation in the IRC intervention areas is calm and the security department of IRC shares regular security updates to keep the management and staff informed about the new developments.
